HEAP Energy Assistance – Long Beach & Harbor/Southeast LA
Long Beach Community Action Partnership (LBCAP)
Who qualifies
Residents or property owners in an eligible city (including Long Beach, Lakewood, Bellflower, Downey, Norwalk, South Gate, Lynwood, Huntington Park, San Pedro, Wilmington, Harbor City, Pomona, West Covina and others) whose gross monthly income is within HEAP limits. Households are prioritized by a point system; must reapply each year.
How to apply
Download the HEAP application (English/Spanish) from the energy assistance page and gather documents: electric and gas bills from the last 45 days, proof of income for all adults from the last 30 days, California ID, and Social Security number. Call (562) 216-4600 for an appointment.
What it is
LBCAP runs the Home Energy Assistance Program for Long Beach, the Harbor area and many Southeast LA and San Gabriel Valley cities. It helps pay gas and electric bills for qualifying households.
