Who qualifies
Low-income San Bernardino County households. Priority is based on household size, income, energy burden and other documented needs. The page does not list the income limits.
How to apply
Book an appointment by calling (909) 723-1500 and pressing option 2, or online at capsbc.itfrontdesk.com. Booking opens at 8:00 AM on designated days, and slots fill fast. The next appointment period opens Friday, October 16, 2026. Bring: your most recent gas or propane AND electric bills (all pages); your rental agreement or mortgage statement; proof of all household income for the past 30 days (or CalFresh verification); a valid California photo ID; and a signed consent form from the utility account holder.
What it is
HEAP puts a one-time credit on your gas, electric, propane or wood bill. If your utilities are sub-metered or included in your rent, you get a check instead. Payments go straight to the utility company or fuel vendor. Funding is limited, so applicants are ranked with a priority-points system.
